Cooperstown Borough November 3, 2025, Meeting Minutes

Jerry Ritchey opened with prayer. The meeting was called to order by Council President Brenda Schwab and opened with The Pledge of Allegiance.

In attendance were Mike Meyer, Troy Cyphert, and Buddy Miller – Not in attendance was Bonnie Tologo

Guest Speaker- none

Minutes were read and approved by Barb and Jerry

Bills approved by John and Jerry

Budget was presented- Council will review and discuss for December vote and approval

Old Business discussed:

  • issues with hillside – Ken w/ Jackson Twp is working with Hillary – this is ongoing and both parties are working toward a solution and funding available to resolve – John will work on a grate to catch rocks, branches, and debris to assist with hillside water- discussion of property on right of way – borough will attempt to maintain and clean out with backhoe – Buddy stated that a retention pond may be necessary or divert water by way of gas line – consult with gas company and property owner. Jerry will contact homeowner to pass on to Ken for an agreement between them and township
  • Council is still seeking a new code enforcer – Marcy will call and get info on enforcers available
  • Sewage complaints – council stated it’s a problem – no matter where the problem is coming from, if it is your property, it’s your responsibility
  • Russ received letter and contacted Troy – Troy stated that there is a one year warranty on work after completion – Troy and Buddy have looked at site and stated that the catch basin at Maple was set too high and has lower voids that need filled – needs to be dropped or possible addition of inlet up above site – Remove grass or sod that was left and replace with cold patch to aid in diversion – Troy suggested using flowable fill instead of concrete to fill void – Council discussed previous bids for repair – Barb made motion and Jerry seconded to hire Shorts’ with contingency of using flowable fill – Buddy stated that county aid was approved and could be used for such or fix without county aid in order to be granted full amount – LSA grant is $100 fee – Barb made motion and John seconded the completion of grant
  • Discussion of opposite side of road issue with drainage – John made motion and Jerry seconded Shorts’ bid

  • Library – borough has historical info stored at library and need to collect at some point
  • Streets
  • Equipment – Plow was damaged and needs repaired – those hired to perform maintenance need to keep up on it to ensure reliability and protection of equipment – Discussion of hiring new help – Mike will supervise both employees – John made motion and Barb seconded
  • Parks and Recreation
  • Fire Department
  • Sewage and Drainage
  • Pioneer Cemetery
  • Christmas Island – set up was a success – looking to have a storage shed set at the borough building site for island storage – will ask Alex about flood plain – Presby is considering passing the Breakfast w/ Santa off to the Christmas Island committee

Public Comment – complaints of junk and high grass – borough needs enforcement for these issues – junk at Seth Johnson’s, Dupont’s garage is falling in and has high grass, Chris Tarr has high grass and Ritchey’s high grass
