Cooperstown Borough June 1, 2026, Meeting Minutes
The meeting was called to order with The Pledge of Allegiance and Jerry Ritchey opened with prayer
In attendance were Charles Huegel and Wally Fox
Guest Speaker- Charles presented his research information on borough lot sizes, poultry specifics – neglect and enforcement. He requests that council reconsider changing the ordinance, looking into the cost of making changes and suggested that the community may be willing to cover the legal cost of changing the ordinance or zoning. Bonnie voiced that this matter was already voted on and finalized. Barb mentioned concerns of neighbor complaints and how to enforce – there will be borough costs to enforce. Jerry is standing with the duck research presented at the last meeting. Ducks are smelly and noisy, and the council has a responsibility to the community to maintain ordinances that have been in place. John stated that his vote will not change because of the likely costs to the borough and the council will put it to a final vote at the next meeting. Wally presented the flyer for the upcoming Creekside Cruise-In on June 28th. Everything is set up and good to go. Lots of door prizes, food, and raffles. Noon to 4pm Rain or Shine.

New Business discussed:
- Current CD rates presented and council decided to stay with FNB – John made motion, Bonnie 2nd, All in favor
- Bonnie stated that there is a 3-minute timer rule on all guest speakers and must be used for meetings
Old Business discussed:
- Ordinances and code enforcement- waiting to hear from Regina
- Snow plowing positions – Wally may be interested – he will get back to council
- Wage increase was discussed – Marcy will get a current annual wage cost, do online research, and present at the next meeting
Committee Report updates:
- Emergency Management
- Streets – trees need trimmed at a couple stop signs – will contact Mike to ask about process of getting this done on private properties – need to remove Library signs and repair a few street signs – PA One Call is requiring a response from the borough with every request – Borough must mark underground culverts and storm drains with green paint.

- Sewage and Drainage– SEO and DEP are getting involved in this repair – it is moving forward with permitting
