Cooperstown Borough was incorporated in 1858. The borough has a total area of 0.6 square miles (1.6 km²).

An early Venango County historian noted that the first settler was Captain William Cooper around 1796.

Cooper built the first flour mill. Cooperstown went by the name of Cooper’s Mills until the Cooperstown post office was established in 1831.
