Cooperstown Borough August 4, 2025, Meeting Minutes

Jerry Ritchey opened with prayer. The meeting was called to order by Council President Brenda Schwab and opened with The Pledge of Allegiance.

In attendance were Tom Konetsky, Mike Meyer, and Isaac Coon

Guest Speaker – Tom stated the firehall picked up a used tanker – the grant didn’t come through

Minutes were read and approved by John and Barb

Bills approved by John and Bonnie

Discussion of engineer involved with DEP and conservation – looking into issue and cost – township has offered to deal w/ well site on the hill to divert water and relieve drainage issues.

Discussion of catch basin issue – John motioned to get bids for road caving repair and call meeting to open – considered emergency- looking for under $5k – Barb seconded the motion.

E.M.A. Mitigation – created resolution and returned to county – Barb motioned to adopt, and Bonnie seconded.

Creek erosion – “Grow Greener” bank erosion grant for 350’ of creek bank – in collaboration w/ Heath, borough will offer to contribute $2000 for mulch, seed, and rebar – Barb made motion to contribute, and Bonnie seconded.

Discussion of contacting sewage enforcement for gray/black water issue – could be water from hillside or a spring but regardless, needs to be fixed.

Violations for mowing have not been resolved – Council has sent warning letters and involved code enforcement – next step is Magistrate to issue warnings along with $500 fines and fees.

Streets completed by Russell Standard – pay invoice – John motioned to pay $10k from liquid fuels and $22,897.93 from general account – Barb seconded the motion.

John made motion to get an estimate for backhoe and discuss at next meeting – Barb seconded the motion.

Committee Report updates:
– Emergency Management- discussed above
– Library- Mike will remove tree and bush
– Streets – discussed above
– Equipment – will purchase weed eater, backpack sprayer and handheld sprayer
– Parks and Recreation – Mike, Jayden, Barb – basketball court repair
– Fire Department- help with power washing playground equipment
– Sewage and Drainage- firehall will assist with blowing out of pipes to clean
– Pioneer Cemetery- Barb working w/ man to provide veterans celebration presentations
– Christmas Island – light pole is ready to go in – just need a group to assist – Seniour will hook up

Public Comment – Tom and Mike stated that borough may not have funding that Heath has available for creek erosion – Isaac Coon was here about ATV signage and DCNR guidelines on where the borough wanted signs – the association will install signs – state still needs to approve state roads – ATV permits can be obtained at the Venango County Annex
