Cooperstown Borough September 2, 2025, Meeting Minutes

Jerry Ritchey opened with prayer. The meeting was called to order by Council President Brenda Schwab and opened with The Pledge of Allegiance.

In attendance were Mike Meyer, Erin Fay, Cindy Felix, Steve Felix, and Shelly Chamberlain

Guest Speaker – Shelly, Cindy, and Steve voiced their issues with neighbor’s cats. The cats’ owner is showing no care for action on the issue or concern of other’s property damage. The cats are creating a health hazard and are damaging personal property. Council suggested contacting ASPCA, Animal Control, Precious Paws to address the issue. Erin Fay inquired on drainage issues at her house and timeline for repair. John stated the borough is seeking a long-term solution.

Discussion of snow plowing for the season. John contacted Bob and Steve, who agreed to do this year- John made motion to hire them and Bonnie seconded

Discussion of liquid fuels county aid grant application – council decided to apply for the grant in hopes of completing road maintenance and repairs with berm control to deter water – 15k – John made motion and Bonnie seconded

Council will ask the township about equipment for assisting on berms and what cost may be

Drainage issues on hillside – next steps will involve township, county, state, and DEP – Ken Volk is involved in w/DEP issues – plans are to visit the well-site -council stated contacting county commissioner.

Ditching/Catch basin project bids opened – bids may not be to spec -council will get clarification from each bidder – specific side of road and specific distance – bring back to vote

Discussion of contacting Bob Jamison about mowing violations – next step would involve non traffic violations from code enforcement. Complaints have been coming in concerning gray/black water issue – sewage is leaking

Project completed by Russ Coyne for $74,619 was not done well and now needs repairs – He has been contacted with no response. – council will send certified letter or contact solicitor for recompense

  • Parks and Recreation –basketball court repair
  • Fire Department- help with power washing playground equipment

  • Christmas Island – need a group to assist – Seniour will hook up

Public Comment – Steve asked about Aqua water company being out a lot – no issues
