Cooperstown Borough July 6, 2026, Meeting Minutes

The meeting was called to order with The Pledge of Allegiance and Jerry Ritchey opened with prayer

In attendance were Tessa Simmons and Mike Meyer – Not in attendance – Bonnie Tologo

Guest Speaker – Tessa was here to introduce herself as the new Superintendent of Valley Grove School District. She gave some background on herself and stated she is available for any questions or concerns.

New Business discussed:

  • The council discussed the request of change in the poultry ordinance – cost from the solicitor estimated about $1500 with services and publication – the council voted NO to any changes in the ordinance – no allowances other than the already stated allowance of ducks that Charles Heugel had requested. – John made motion, Jerry 2nd, All in favor
  • Council is searching for a new code enforcer and had discussion of availability of local enforcers

Old Business discussed:

  • Ordinances and code enforcement- Regina sent a template that council will use to enforce violations
  • Snow plowing positions – Wally may be interested – he will get back to council
  • Wage increase was discussed – Marcy will get a current annual wage cost and present at the next meeting – minimum wage expected increase – January 2027 – $11.00 and up to $15.00 by 2029

Committee Report updates:

  • Emergency Management- creek bank stabilization will start on July 13th
  • Streets– John will order a load or 2 of anti-skid in preparation– Mike will speak to a couple of homeowners about trimming trees at stop signs for visibility- cold patch is needed in a couple areas
  • Equipment
  • Parks and Recreation –discussion of a possible re-blacktop of basketball court in 2028 – Barb stated there is a camper at the ball field and has been for about 2 weeks. Concern of where sewage is running and pavilion is being used for parking a vehicle. Council will have signs made to enforce shorter camping stays – constable will be contacted if borough needs enforcement.
  • Fire Department
  • Sewage and Drainage– John attended the meeting at Oil Region Joint Sewage Agency – he encourages residents to keep their tanks cleaned and maintenanced – the cost of repairing is high
  • Pioneer Cemetery
  • Christmas Island

 

Other Public Comment- suggestion and discussion of lowering the sale price of the library – Barb made motion to lower to $99,000, John 2nd – All in favor
